Uncensored porn is illegal in Japan, but it's really only illegal to sell or import. The Japanese criminal code only specifies "distribution" of "indecent" materials. Having a master tape somewhere of uncensored porn isn't going to get you busted. And Japan produces a LOT of porn. No porn is photographed with censorship in place -- that censorship is usually a video effect added as a final step in the production process, as the final video is formatted for authoring onto disc, or uploading to the internet.


I've seen some hentai titles where the animators got lazy and didn't draw any detail where they knew censorship would take place, but the majority of hentai has quite a bit of detail down there. (Sometimes, quite horrifying detail.)


In recent years, web savvy fans in Japan realized that they were getting a bum deal compared to fans overseas, who didn't have to deal with the censorship. They started importing uncensored American hentai DVDs, and not buying or renting the super-expensive Japanese discs. So the hentai producers decided not to allow the uncensored masters to be published overseas anymore. Most publishers balk at this, and don't want to proceed with licensing it.


The market for hentai in general has declined, with very few porn shops left in the US (the primary means by which hentai was sold), and Amazon refusing to carry it. There's also the general attitude that most people don't want to pay for porn or have a physical copy of said porn on a shelf. So between that, and the refusal to allow uncensored versions to be released overseas, and the whole market in North America basically went away. What's left is essentially just re-releases of old hentai titles that were previously released uncensored.


The production, sale, distribution, and commercialization of child pornography in Japan is illegal under the Act on Punishment of Activities Relating to Child Prostitution and Child Pornography, and the Protection of Children (1999),[1] and is punishable by a maximum penalty of five years in prison and/or a fine of 5,000,000.[2] Simple possession of child pornography was made illegal by an amendment to the act in 2014.[1] Virtual child pornography, which depicts wholly-fictional characters, is legal to produce and possess.


Manga artists and anime directors have argued that it is dangerous to try to define child pornography when it comes to artwork, drawings, and animation when regarding hentai due to it being highly ambiguous, and have cited freedom of expression to prevent it from being abused. For example, they argued that even in the anime and manga series Doraemon, the scene of the schoolgirl Shizuka Minamoto taking a bath might be mis-construed as "child pornography".[3] Arts depicting underage characters (lolicon and shotacon) and photography of underage models (junior idol) remain controversial in Japan.[4][5]


The penalty for possession with any intent of commercialization, sales, or distribution is a maximum imprisonment with labor for three years or a fine of three million yen (approximately $30,000). Production or distribution of child pornography is punishable by imprisonment with labor for up to five years and a fine of up to five million yen (approximately $50,000). Article 34 of the Child Welfare Act, applicable since 1947, states that "No person shall commit an act listed in any of the following items:" with line six specifying "Cause a child to commit an obscene act".[7]


However, there were no laws addressing the simple possession of any kind of pornography in general (which included child pornography, with no intent to sale or distribute). On 4 June 2014, a bill was approved to be passed to ban the possession, closing this loophole in the nation's child pornography prohibition law, although it did not apply to hentai in anime and manga in order to prevent abuse of the law.[8][3][9] The bill passed on 18 June.[10]


In Japan, lolicon is an attraction to visually underage girls by men or women of any age. It can also involve attraction to older characters with youthful neotenic features that make them appear to be younger than they really are. Lolicon is a hentai subgenre in dojinshi, manga, anime, and video games in which childlike characters are usually depicted in an ero kawaii (erotic cute) manner, which can range from explicitly pornographic to mildly suggestive, romantic, or entirely non-sexual.[24] The young boys equivalent is called shotacon. Outside Japan, lolicon only refers to the hentai subgenre, usually involving simulated pornography.


Figures regarding the prevalence of lolicon and shotacon are hard to come by, but it is estimated that 30-40% of manga contain sexual references involving underage characters.[19] The age of consent is 13 under Japanese national law, but is generally higher under prefectural laws.[25] No regulations are in place to control images portraying sexual content of hentai in manga or anime.[26]


Pornography in Japan has unique characteristics that readily distinguish it from western pornography.[1] Pornographic films are known as "adult videos" (AV) in Japan, so Japanese adult videos are "JAV", referring to the Japanese pornographic film industry. Animated films are referred to as hentai in English, but in Japan the terms "adult anime" and "erotic animation" (or ero anime) are used. In addition to pornographic videos and magazines featuring live actors, there are now categories of pornographic manga and anime[a] (i.e., hentai), and pornographic computer games (eroge; for both PC and game consoles).


The Japanese Penal Code from the early 20th century has provisions against indecent material, so any lawfully produced pornography must censor the genitals of actors and actresses; this type of censorship also extends to the graphics of hentai manga, video games, and anime. Up until the mid-1990s, any depiction of pubic hair was also censored. Anuses are only censored at contact or penetration. Breasts and nipples are not censored. Pixelization is commonly used to follow the censorship guidelines without being too obvious.


In September 2022, one of the largest Japanese adult video distribution websites, R18.com, announced that they will be closing down permanently effective 1st January 2023 due to billing issues.[13][14] The company's Japanese website, DMM.com, will still remain operational, although international payments have been restricted.


Animated erotica (known in the West as hentai but in Japan as "adult anime", "ero anime" or "erotic animation") is a popular genre in Japan and generally maintains the same style of animation seen in other popular forms of Japanese animation (anime).


Used in everyday conversation in Japanese, the default meaning of the term hentai is simply "weird" implying "perverted" (ie, implying that any amount of lewdness is "perverted", rather than making a distinction between "normal" and "perverted" erotica).


(Used as a technical term, the word hentai can also mean "metamorphosis"/"transformation", although that is more of an etymological trivia fact, rather than revealing anything about the meaning of the word as actually used in normal conversation.)


Adult-oriented games are a genre for video games in Japan. Because of the language barrier and cultural differences, the genre is less popular outside Japan. Known as bishōjo games or "pretty girl games" (alternately spelled bishoujo), or as eroge in Japanese, the games are known under several names used by English fans, including PC dating-sim game, hentai game/H game, and so on. Companies such as JAST USA and MangaGamer are translating dating sims and visual novels into English for the fledgling market outside Japan. For adult video games in Japan, the rating of "18+" was coined by the Ethics Organization of Computer Software or Contents Soft Association. Rating of adult video games has not gone in Computer Entertainment Rating Organization.


Manga with pornographic content targets both male and female audiences, and both male and female manga artists write pornographic works. Male-oriented pornographic manga is known as eromanga.[37] In Western contexts, this is more commonly referred to as hentai manga.


The ban on imports and distribution raises some questions. The blanket application of the law- for example- bans Japanese pornographic videos of real adults, engaged in activities not banned by the definition of illegal porn. In fact, the law would ban any import of materials that otherwise do not violate the existing illegal porn law.


What Crunchyroll quietly left out of this announcement is that they are removing all hentai/18+ anime/manga, in fact they already have. This is a massive blow Right Stuf was a big account for FAKKU and one of the only retailers that really embraced 18+ anime/manga. Not good ?


In an interview with Kotaku, Grady said it was a shame to see Right Stuf move on to Crunchyroll because it had a good relationship with FAKKU where the two companies worked on many exclusive distribution projects.
